On 22nd April 2025, the Disclosure and Barring Service (DBS) introduced updated ID checking guidelines for Basic, Standard, and Enhanced checks. As a result these changes aim to simplify processes, improve security, and make the system more inclusive. These changes will be compulsory by 1st November 2025.
What’s New?

- Clearer options for you as the ID Checker using more stringent document verification with your Applicant:
Must use Option 1
Option 1 – (You must use this option unless it is impossible to have a face-to-face appointment with the Applicant or unable to use Remote Digital ID).
- Check the Applicant’s ID in person, allowing you to view the physical documents face-to-face.

Why use Digital ID?

- Almost instant validation of ID and current address.
- No need to check original documents face-to-face, all parties can be remote.
- Easy to use and simple integration.
- Carried out by a government-approved service provider.
- Less need to train ID Checkers on spotting fake ID.
Option 2 – (if it is impossible to have a face-to-face appointment with the applicant)
Check the Applicant’s ID via video link with you in possession of the physical documents, so you’ll need to have these posted to you before the video call.
Option 3 – (if it is impossible to have a face-to-face appointment with the applicant)
Check the Applicant’s ID via video link without you having the physical documents at the time. Full details must be recorded and stored at the time of the video link ID check, and the Applicant must present their documents to you instead on their first day of employment.
Other new changes:

- A single ID route for all applicants: All applicants now follow the same ID checking routes—no more separate process for non-UK nationals.
- Proof of address document no longer required: Applicants are no longer required to provide a document showing their current address.
- More flexible document options (including eVisas & BRPs): Includes eVisas, Biometric Residence Permits, and Asylum Registration Cards, HMRC tax documents and EHIC/GHIC cards.
Manual ID Checking – What to Look For
If you’re verifying physical documents in person, you must always remember to:

- Only accept originals – you should not accept scans, photocopies, or screenshots.
- Check for security features like watermarks or holograms.
- Ensure the document is valid and unexpired (unless explicitly allowed).
- Cross-check the Applicant’s name history since birth and double-check spellings – any discrepancies (e.g., maiden names) must be supported with legal documents.
Transition Period
Organisations can continue using the previous guidelines until 1st November 2025, allowing time to adjust, and we intend to update our own systems to reflect these new guidelines over the next 3-6 months.
Final and important points

- As the Identity Checker you cannot verify the identity of a relative or partner, people who live in the same house as you, or a personal friend.

- Accurate ID verification is still essential. Mismatched details (like address and employment history) can delay or invalidate checks.
